in espiondge, internal security, security matter and foreign intel-
ligence cases in classifications 65, 100 and 105. . Status of these
cases aff of September 30, 1959, is set forth below,
In September, there was a decrease in pending active rhatiers ir
ike' entire field in the security classifications from 17, 83u to
16,572. Delinquent matters decreased from 2,268 ^^1,91^. jne
hercentage- of delinouent matters decreased from 12.7fo to 11. ^/o. ■
mtters received during September in these categories decreased from
8,235 to 7,185. Mitters closed increased from 8,517 to 8,738.
Letters are being sent to the offices indicated by asterisks
on vaae four herein, commenting on their delinquency and pointma out
the necessity of bringing their security cases to a current status.,
RECOMMSKmATION :
The field will continue to be followed closely regarding
security delinquency and you will be advised of the results of the ^ ,

SUBJECT: COI^fONIST IM)EX_
The Commimist Index (CI) was desfgr&d to represent a
list of individuals who should, in the light hf ever" changing
conditions, he continually borne in mind with a view toward
possible investigation under the Security Index (SI) program. Bulet of
10"2'*58 issued instructions to the field to re-examine cases of
individuals vshose names are included in the CI, the re- examination to be
conducted in equal monthly installments over a IS-month period.
The' field was required to submit quarterly reports concerning
progress being made.
Final reports have now been received from the field in
connection with this program. Such reports have been reviewed and
they show that the following statistical results were achieved during
the year that the program was in effect:
1) The names of 120 individuals were added to the SI based 07i_
investigations conducted in the program.
2) Initiation of the development of 28 security informants or
potential security informants -was accomplished.
3) 249 individuals were found to be employed in key facilities
dnd/or sensitive positions, requiring additional investigation
or disse^inaiioTi cn cur pert..
In addition l^o the statistical results set out above, other
It was found that a considerable number of the individuals on the
CI had changed either residence or employment and, therefore, as a
result of the program^ cur ir^ormaiion concerning them is in a much
more nearly current state.

In addition, the'names of a considerable number of individuals
ascertained to have died or otherwise not qualified for inclusion in
the CI, were removed from such Index^ At the inception of the program
there were 17,783 names included in the CI^ At the present time such
Index contains the names of 12,784 individuals. The program has thus
l^een of benefit in purging the Index .of individuals no longer qualified
for inclusion therein, thereby resulting in making the Index a more
workable one* ^, _
; _ It is to be noted that at the recent Internal Security -
Espionage Conference, 10/22-^23/59, the CI was the subject of discussion.
The Conference felt that a periodic re-examination of the CI would be a
desirable thing to do if and when'manpower commitments and other urgent
matters would permit, and recommended that the matter of such a
re-examinaiion again be considered at the next Internal Security - •
Espionage Conference.

reflect that the total pending active matters in classifications 65,
100 and 105 decreased from 16,572 to 15,432. Delinquent items
decreased from ly 914 to 1,562, The percentage of delinquent items
decreased from 11. S'^o to lO.l'^o, Matters received during October in
these categories increased from 7,185 to 7,427. Mitters closed
decreased from 8,738 to 8,564.
The following statistics reflect the status of pending
work, including both pending active and pending inactive matters, and
delinmiency for all field divisions for the last four months.

Security reports are disseminated to numerous interested
agencies throughout Vie :J:x3Cutiv5 Branch of the Government. By
far trie vast majority of such reports received are disseminated
outside the Eureaiu Tne r^sprmsihilitif of such dissemination
necessitates careful and thorough evaluation of each report to
assure that it is absolutely accurate both in fom and contents
Security programs of other branches of the executive
department depend to a lar^^e extent on inforsiation dieeeminaced
by the IBI* Follovjing the Parker vs^ Lester decision, holding
the then existing Coast Guard screening program invalid and
strongly implying that t'ne subjects of security hearings should be
an ^increasing tendency on t'ne part of primarily the United States
Coast Guard and the intelligence agencies of the military to request
Of the Bureau the availability and identities of various sources^
Bet forth in our rey^orts, for utilization at administrative hearings
in connection with security programs handled by these agencies*

requests conceding the availability .of approximately 485 witnesses
of which 93 uere made available as potential witnesses in administrative
f^earings conducted by other agencies of the Executive Branch.

receive close attention in this Section.

reflect thjat the total pending active jmtters in classifications 65,
200 and 105 increased from 15,894 to 15,896. Delinquent items
decreased from 1,556 to 1,475. The percentage of delinquent items
decreased from 9.&fo to 9.2fc. Mitters received during December m
these categories decreased from 7,441 to 7,416. Mitters closed
increased from 6,926 to 7,523.
The following statistics reflect the status of pending
'work, including both pending active and pending inactive matters, and
delinquency for all field divisions for the last four months.

The Domestic Intelligence Division recoimends a.gainat
adoption of the proposed suggestion for the following reasons.
(1) Preparation of the material would take considerable
clerical and stenoVraphic time and it is felt that such would
outssezgh the benefits derived therefrom.
(2) When looking for a characterization of a particular
individual, the case files would have to be reviewed in <^y /v^^*
todeteZine if the data set forth on the form proposed by the
suggestTr is up to date as additional material may have been
channelized to the files.
(3} "rho-usands cf these cfiaraoterizatians would be
prepared on routine subjects which would either r^ver be used or ^
used very infrequently.
Another disaavanzage to the adoption of fne suggestion
is ths fac^that one characterization of a subject is not suttaole
